Have students make themselves cheat sheets so they are able to quickly look up syntax, which keeps them from spending too much time looking up these facts.
Use examples that have nothing to do with computers to introduce new CS concepts in an accessible way.
Include on tests questions taken from earlier assignments and labs to mitigate the fact that you can’t grade every assignment.
